Joanne Z. Bilotta, President

Maryanne Harmsen is a nationally recognized healthcare professional and business strategist.  Maryanne began her career with Metropolitan Life Insurance Company. She was the first woman in its history to achieve The Presidents Conference Sales Award.  

Maryanne then founded a brokerage company associated with Charterhouse Group International.  She served as the risk manager and primary architect for commercial acquisitions and insurance programs for several high-profile clients including the Archdiocese of New York.  Over a five year period revenues increased from $1 million to $20 million.

Maryanne relocated to Rhode Island accepting the position of Executive Vice President of Blue Cross & Blue Shield. She was responsible for the Sales and Marketing Division as well as Product Development, Branding, Market Communications and Customer Service.

Maryanne's leadership efforts resulted in Blue Cross & Blue Shield of Rhoe Island  achieving the largest national market share.  In addition, the company launched a new product which became a prototype within the Blue Cross System.  

During this time Maryanne supervised the implementation of Project Blue Print, the most extensive research, education and public relations campaign in the company’s history.  Project BluePrint was adapted by The Blue Cross Association for a national campaign. 

Maryanne joined the management team as the Vice President of Marketing at a community based hospital and soon established and chaired its first Community Health Care Committee. This endeavor focused on reviewing prenatal to end-of-life healthcare issues.  The initiative, which involved members from all major community organizations, was submitted to the Department of Health and Human Services in Washington, DC.  This program, which more effectively utilized resources while at the same time enhanced services, was recognized as a potential model for a national pilot and served as a guideline for future healthcare delivery systems.

Maryanne has served on The Rhode Island Governor’s Advisory Council on Health, The Blue Cross Consortium, and as a Commissioner for the Providence Film Board. She is a former member of the Providence Preservation Society and the President’s Circle for Habitat for Humanity.  Maryanne served as a RISD Museum Associate and is on the Board of Directors for The Gift of Hearing Foundation and The London/Riley Memorial Scholarship Fund.  Maryanne is a member of the Sarasota Florida Fantasy Business League.

Maryanne is an avid world traveler, an aficionado of the arts and history, and the proud mother of two children and three grandchildren.

Joanne has over 25 years of experience in the health care industry and is an expert in all facets of the health care delivery system. As Founder and Principal of her Strategic Solutions Consulting firm, Joanne has worked with leaders of large and small businesses across all industries and non-profit agencies to develop both strategic and marketing plans.  She enabled companies to implement programs and advance strategies for growth. These strategies amplified clients’ brand recognition in the market, improved operations on average by 50%, broadened networks, and increased revenue.

As the Vice President of Account & Implementation Management for Telcare, Inc., Joanne worked with hospital executives, physician practices and health plan leaders to develop strategies for incorporating remote monitoring technology into their patient care protocols and workflows to improve care for patients with Diabetes. 

In her role as the Assistant Vice President of Marketing for Blue Cross & Blue Shield of Rhode Island(BCBSRI), Joanne was responsible for building a marketing team and all core functions of the Marketing Department, including market strategy, research and new product development. She developed and launched flagship product lines, which contributed to the capture of 70% of the eligible market within 2 years from launch. Her re-design of the dental program resulted in an all-time high capture of 50% of the Rhode Island market share and realized a financial gain of $3.6 million. While serving as the Assistant Vice President of Strategic Operations & Client Services for the Health & Wellness Institute (HWI), a wholly-owned subsidiary of BCBSRI,  HWI achieved sustained client satisfaction rates in excess of 95% and expanded their client base by 70%. 

Joanne is a graduate of Bentley University where she achieved a Bachelor of Science Degree in Marketing Management and an Associate in Science Degree in Accounting. She is a graduate of the Bank of America/Associated Grant Makers Non-Profit Leadership Training Program and  the Blue Cross Blue Shield Association/Northwestern University Institute for Business Strategy Development Program . 

Joanne is an active member of the Rhode Island Business Group on Health Board, the Prevent Opiate Abuse RI Advisory Board, and the Worksite Wellness Council of Massachusetts. 

Joanne is an avid wine collector, loves to travel, read, and listen to a variety of music.  Her greatest pleasure is spending time with her family and friends!
